LET’S TALK

What should you know before building in Liberty Hill?

Liberty Hill builds at roughly 30 single-family permits per 1,000 residents, the highest per-capita rate in the northwest Austin corridor. It also carries the corridor’s highest tax rate, driven by Liberty Hill ISD at 1.2389 per $100. Inside the Williamson-Liberty Hill MUD the composite passes 3 percent.

Key Takeaways

  • 30.1 permits per 1,000 residents in 2025 — the highest per-capita build rate in the corridor.
  • The 2024 comparison is misleading: that year had only three reporting months, so the apparent collapse is not a real twelve-month decline.
  • Base tax runs about 2.12% (~$796/mo on $450,000), the corridor’s highest, because Liberty Hill ISD is 1.2389.
  • Inside the Williamson-Liberty Hill MUD (0.95), the composite reaches about 3.07% — roughly $1,152 a month.
  • City limits, ISD boundary and MUD boundary do not line up here. Confirm the taxing units for your specific lot.

What Is Actually Being Built in Liberty Hill?

Liberty Hill is the smallest city in this corridor and the most misread. The Census Building Permits Survey recorded 107 single-family permits in 2025 against a city population near 3,549 — roughly 30 permits per 1,000 residents, the highest per-capita build rate of any city in the northwest Austin corridor.

One number to read carefully. Liberty Hill’s 2024 figure was 383 permits, which looks like a collapse to 107. But the 2024 record covers only three reporting months, not twelve, so the two years are not directly comparable. The 2025 figure is the reliable one. Anyone quoting a 72 percent decline here is comparing a partial year to a full one.

The other thing to understand is the boundary. The city proper is small, but Liberty Hill ISD covers a far larger area, and much of what is marketed as Liberty Hill sits outside the city limits in unincorporated Williamson County. That is not a technicality — it changes which city rate applies to your lot, and sometimes whether one applies at all.

Why Is the Tax Rate Higher Here?

Liberty Hill carries the highest base composite rate in the corridor, and the reason is specific: Liberty Hill ISD’s 2025 adopted rate is 1.2389 per $100 of value. Leander ISD is 1.0869. Georgetown ISD is 1.0506.

The number nobody quotes you. Williamson County has more than ninety Municipal Utility Districts, and their 2025 adopted rates run from 0.18 to a full 1.00 per $100 of value. A MUD at 0.95 adds roughly $356 a month to a $450,000 home — more than the county and city rates combined. MUDs exist to finance infrastructure in new subdivisions, which means the exact neighborhoods a construction buyer is looking at are the ones most likely to have one. Ask for the MUD name and its current rate before you sign anything.

Applied here specifically: the Williamson-Liberty Hill MUD carries a 2025 adopted rate of 0.95. Added to the 2.12 percent base, that produces a composite near 3.07 percent — about $1,152 a month in taxes alone on a $450,000 home.

Set that against a Georgetown address with no MUD at $682 a month and the gap is roughly $471 every month on the same purchase price. Nothing about the house changed. Run your own lot’s real numbers in the mortgage calculator before you set a build budget.

How Does a VA Construction Loan Work in Texas?

The benefit is real. The file is more complex than a purchase. Five things decide whether it goes smoothly:

  1. Texas allows four to five construction draws. Your builder’s draw schedule has to fit inside that. Settle it before the contract is signed, not during framing.
  2. Texas does not license general contractors at the state level. That does not mean anyone qualifies — your lender approves the builder and verifies insurance, and on a VA file the builder must also be registered with VA and hold a valid VA Builder ID. That vetting takes real time.
  3. One-time close versus two-time close. A one-time close locks your permanent rate up front and avoids a second set of closing costs. A two-time close leaves the permanent rate open until completion. Which is better depends on your timeline and your read on rates.
  4. The as-completed appraisal governs. On a custom build the appraised value at completion drives the loan, and it does not always match what you are spending. Budget for the gap.
  5. Entitlement is checked against the finished value, not the lot price. If you hold an active VA loan elsewhere, run the partial-entitlement math before you commit to a build budget.

How Do You Vet a Liberty Hill Builder?

  1. Ask for the VA Builder ID number. The actual number, not a claim that they work with veterans.
  2. Confirm the exact taxing units for the lot. In and around Liberty Hill this is unusually consequential — city limits, ISD boundary and MUD boundary do not line up.
  3. Get the MUD name and current rate in writing before you reserve. A 0.95 MUD is roughly $356 a month on a $450,000 build.
  4. Ask how many VA construction files they have closed and when. VA draws and inspections differ from a conventional build.
  5. Price the builder’s preferred lender against an outside quote. The incentive is attached to one specific loan; if the rate or fees are worse, it can cost more than it delivers.

Rates are not posted here because they move daily and differ by lender and file — which is why shopping several of them matters.

Common Questions

+  Why are Liberty Hill property taxes higher than Leander or Georgetown?

Liberty Hill ISD’s 2025 adopted rate is 1.2389 per $100 of value, the highest of the Williamson County districts in this corridor – Leander ISD is 1.0869 and Georgetown ISD is 1.0506. Combined with Williamson County and the City of Liberty Hill, the base composite reaches about 2.12 percent, roughly $796 a month on a $450,000 home. Inside the Williamson-Liberty Hill MUD it climbs past 3 percent.

+  Is the Liberty Hill permit drop as bad as it looks?

Treat the comparison carefully. Census recorded 107 single-family permits in Liberty Hill in 2025 against 383 in 2024 – but the 2024 figure covers only three reporting months, so it is not a clean twelve-month comparison. The 2025 number is the reliable one, and at roughly 30 permits per 1,000 residents it is still the highest per-capita rate in the corridor.

+  The city looks tiny. Is that right?

The city proper is small – Census reports a population near 3,549 – but Liberty Hill ISD covers a far larger area than the city limits, and much of the new construction marketed as Liberty Hill sits outside the city in unincorporated Williamson County. That distinction changes which city rate applies, and sometimes whether a city rate applies at all. Confirm the taxing units for a specific lot rather than assuming.

+  What is the Williamson-Liberty Hill MUD?

It is one of more than ninety Municipal Utility Districts in Williamson County, with a 2025 adopted rate of 0.95 per $100 of value. On a $450,000 home that adds roughly $356 a month on top of county, city and school taxes. MUDs finance infrastructure in new subdivisions, so they concentrate in exactly the developments a construction buyer is looking at.

+  How do I confirm a builder is VA-approved?

Ask for the VA Builder ID number directly. A builder on a VA construction loan must be registered with the Department of Veterans Affairs and hold a valid ID. Separately, your lender approves the builder and verifies insurance – two different checks, and the lender’s is often slower.

+  Should I build in Liberty Hill or Leander?

It usually comes down to the school district and the tax rate, which move together here. Liberty Hill ISD is the draw for many families, and it is also why the composite rate runs about 0.20 points above Leander before any MUD. On a $450,000 home that is roughly $77 a month for the district. Whether that trade is worth it is a personal call, but it should be a deliberate one.
